Requirements
- Lead daily operations and respond promptly to Out-of-Specification (OOS) situations in critical manufacturing environments.
- Lead operations meetings to address and resolve critical issues effectively.
- Ensure all electrical systems and modifications comply with Singapore statutory regulations (e.g., EMA Code of Practice, SS638).
- Lead troubleshooting and root cause analysis of electrical and control system failures to prevent recurrence.
- Plan and organize resources to ensure systems operate at peak efficiency and minimize unplanned downtime.
- Demonstrate in-depth technical knowledge of Facilities Support Systems, including ACMV, HVAC, Mechanical, and Electrical systems such as Compressed Dry Air, Nitrogen, RODI, Clean Room, Chilled Water, and Waste Treatment.
- Interpret complex electrical drawings and control programs and provide solutions for electrical and controls-related failures.
- Plan and execute annual plant electrical shutdowns.
- Maintain technical expertise in electrical controls, instrumentation, and power distribution systems, including baseline establishment where required.
- Lead the Facilities Operations and Maintenance team in scope execution for Singapore plants and offices, with possible regional support.
- Provide electrical system technical evaluation for new projects, equipment installations, or infrastructure repurposing, considering emerging technologies and sustainable design initiatives.
- Contribute to CAPEX and OPEX planning related to electrical infrastructure upgrades and replacements.
- Manage and maintain Enterprise Asset Management (EAM), Building Management System (BMS), and Environmental Monitoring System (EMS) data integrity and utilization.
- Lead and support cross-functional engineering improvement initiatives, data analysis, infrastructure optimization, and procedural compliance.
- Drive the electrical asset lifecycle management program, including condition assessment, obsolescence tracking, and upgrade planning to ensure reliability and business continuity.
- Establish and maintain an electrical system risk registry focusing on preventive measures and redundancy planning.
- Lead electrical system modernization, digitalization, and energy optimization initiatives to enhance reliability and sustainability.
- Manage contractors and outsourced services, ensuring compliance with contractual terms and performance standards.
- Support management of service and maintenance contracts and evaluate vendor technical capabilities.
- Lead improvement initiatives using data-driven analysis, benchmarking, and engineering best practices.
- Maintain an automated Preventive Maintenance (PM) program for all facilities-related infrastructure.
- Develop and maintain a critical spares strategy to support continuous operation.
- Develop and implement procedures and work instructions for critical facilities operations and maintenance activities.
- Ensure compliance with all company procedures, policies, and operational standards.
- Maintain up-to-date single-line diagrams, load schedules, and system documentation reflecting as-built conditions.
- Mentor and coach junior engineers to promote technical development and knowledge sharing.
- Manage and execute in-house engineering projects.
- Lead Facilities functions in ISO, OHSAS, and FDA certification programs.
- Support Environment, Health & Safety (EHS) and Security-related work scopes and projects.
- Participate actively in continuous improvement and reliability initiatives.
