Shaping Our Appalachian Region (SOAR) is a nonprofit dedicated to revitalizing Eastern Kentucky's 54 Appalachian Regional Commission counties. Its core mission is to address population retention and growth through a comprehensive strategy that includes economic development, broadband expansion, workforce development, and education and retraining programs. SOAR pioneered the Blueprint for the Future of Appalachia, a regionally-consensus plan that mobilizes local stakeholders to drive sustainable growth from within. By acting as the flagship for this initiative, SOAR distinguishes itself as a collaborative, community-centric catalyst for long-term economic stability in Appalachia.
