The IT Director oversees the agency’s IT and Health Informatic Departments to provide strategic, efficient, and effective technical support service to the agency. The Director Information Technology is responsible for developing and maintaining the IT roadmap for the agency, leading strategic development and implementation processes for the agency’s IT systems and department in compliance with agency programs and accreditation requirements.
Requirements
- Establish efficiency and efficacy standards to drive the improvement of IT infrastructure.
- Manage and oversee the IT budget for the agency, including the submission of required budgets (e.g., quarterly/annually) to the finance department.
- Serve as the Security Officer for CNS Healthcare and participate in continuing education towards maintaining knowledge of community mental health, state and federal regulations regarding privacy and confidentiality of health information.
- Determine and monitor key performance standards for IT system and department.
- Analyze IT infrastructure and systems performance to assess operating costs, productivity levels, upgrade requirements, and other metrics and needs.
- Lead the development of strong cybersecurity systems, processes, and procedures to mitigate risk and liability to the agency.
- Oversee security of systems, networks, and enterprise information from internal and external risks, intrusions, and unauthorized access.
- Lead and develop vulnerability testing systems including the facilitation of IT security audits, investigations, security risk assessments, penetration testing, etc.
- Work in conjunction with department stakeholders to develop and execute ongoing training for staff in the areas of cyber security and technology platforms.
- Analyze the business requirements of all departments to determine their technology needs.
- Inspect the use of technological equipment and software to ensure functionality and efficiency.
- Identify the need for upgrades, configurations, or new systems.
- Devise and establish IT policies and systems to support the implementation of strategies set by senior leadership.
- Develop and maintain relationships with external IT vendors and service providers to establish cost-efficient contracts.
- Develop and implement business continuity protocols to minimize disruption to business operations in the event of emergency situations or data loss including, but not limited to, disaster recovery, backups and restoration, and proper periodic testing.
- Develop and maintain the agency disaster recovery plan to maintain the high availability (24/7) of technology operations datacenter, business systems (on-premises/cloud), telecommunication systems, and network connectivity.
- Ensure up-to-date technologies deployed through software updates, firmware, hardware upgrades, and its replacement.
- Purchase efficient and cost-effective technological hardware, software, licensing, networking, and telecommunications equipment.
- Ensure the maintenance of inventory of hardware and software technologies including date of purchase, renewals, depreciation, and documentation of proper recycling.
- Oversee the maintenance electronic health record systems, including but not limited to, authorized access, development, support, and HIPAA compliance.
- Prepare, implement, and manage new and existing departmental processes, polices, and procedures to ensure an efficient, full-cycle IT system.
- Attend and participate in leadership meetings, physician meetings upon request, and continuing education.
- Maintain knowledge and compliance with established policies and procedures, HIPAA standards, and other regulatory programs.
- Ensure that the CNS Healthcare standards of customer service are applied to interactions with individuals served, guests, and staff.
